Vertical Integration & the OpenPOWER Philosophy
The design philosophy that has shaped every Power generation to date -- vertical integration, reliability-first engineering, and controlled openness through the OpenPOWER Foundation -- and why it constrains what Power 12 is likely to look like.
You can predict a surprising amount about an unannounced product by understanding the philosophy of the team building it. IBM's Power organization has three consistent, decades-long design commitments, and each one puts real constraints on what Power12 can plausibly be.
1. Reliability, availability, and serviceability (RAS) first
Power hardware is designed for workloads that cannot tolerate downtime: core banking, enterprise ERP, government systems. That shows up architecturally in things like the Open Memory Interface's ability to reroute around a failed memory lane instead of losing a channel entirely. Any Power12 architecture change -- including a shift to chiplets -- has to clear a RAS bar that consumer and even most other enterprise silicon does not have to meet.
2. Vertical integration, from silicon to OS
IBM controls the processor, the firmware, and IBM i (and AIX) as an operating system, in a way few other enterprise platforms do end to end. That is why IBM can make architectural bets -- like OMI's custom memory signaling, or on-chip AI acceleration -- that a vendor selling only silicon into someone else's OS ecosystem could not make as confidently.
3. Controlled openness through OpenPOWER
Vertical integration does not mean closed. IBM founded the OpenPOWER Foundation in 2013 specifically to license the Power ISA royalty-free to outside implementers, now more than 350 member organizations deep. This lets IBM keep tight control of its own flagship silicon while still building an ecosystem around the underlying instruction set -- a middle path between Intel/AMD's proprietary model and a fully open architecture like RISC-V.
What this predicts for Power 12
Expect ISA continuity (existing IBM i and AIX software keeps running, as it has across every Power generation), expect RAS-driven engineering choices even where they cost raw performance-per-watt versus a more aggressive competitor design, and expect IBM to keep licensing the resulting ISA through OpenPOWER rather than closing it off -- regardless of what the chiplet transition ultimately looks like.
